Gil Kelley, SVP, Development
Before joining Harsch, Gil was the Principal of Gil Kelley & Associates, Urban and Strategic Planning, serving primarily local and regional governments with strategic planning advice on sustainable urban development, partnership formation and organizational development. He also consulted with national and international clients. His projects addressed: regional-scale planning and investment, transportation and transit-oriented development, economic development strategies, reuse of obsolete industrial areas, waterfront reclamation and revitalization, school facilities planning and funding, and organizational development.

As Director of Planning for the City of Portland for ten years, Gil oversaw the city’s planning, coordinated key development initiatives and co-directed strategic planning. Major projects included: the River Renaissance Initiative, the Mayor’s Urban Design Initiative, the City Asset Management Program, the City-wide Permit Improvement Project, Eco-Districts, Vision PDX, the Comprehensive Plan & Central City Plan Update Frameworks, Metro Liaison, an Industrial Lands Policy and Harbor Reinvestment Strategy, the Airport Master Plan and neighborhood and district plans for transit corridors and main streets.

As the Director of Planning and Development for the City of Berkeley for 14 years, Gil directed community development functions including the Economic Development Office, Redevelopment Agency, Planning Department, Building Department and a consolidated Permit Center. Planning Department functions included housing and transportation planning. Projects included: comprehensive updates to the City’s General Plan and Zoning Ordinance, an Economic Development Strategy, a City-University Agreement, District Plans and Commercial/Mixed Use Area Rezonings, New Enforcement Protocols, a One-Stop Permit Center, a Redevelopment Plan, the Bayer Bio-Technology Development Agreement, and business retention and recruitment.
